At the same time, in accordance with the overall arrangement of the "Twelfth Five-Year Plan" National 863 Plan, the Ministry of Science and Technology issued the "Application Guidelines for Major Projects "Research and Development of Key Materials for Efficient Semiconductor Lighting" in the New Materials Technology Field of the National High-Tech Research and Development Plan. The guide states that research and development of high-efficiency, energy-saving, long-life semiconductor lighting products is an important part of the "National Medium and Long-term Science and Technology Development Plan (2006-2020)".

Market application prospects are broad
Semiconductor lighting (LED lighting) is known as the second lighting revolution in the history of human lighting after incandescent lamps. According to Li Jinmin, director of the Institute of Semiconductors of the Chinese Academy of Sciences, the energy consumption of semiconductor lighting is one-tenth that of ordinary incandescent lamps, but its lifespan can reach more than 100,000 hours.
Because of this, since 2007, the United States, the European Union, Japan, Australia, Canada and other countries and regions have successively announced that they will gradually phase out incandescent lamps and develop the LED lighting industry. Xu Jian, chief expert of the National 863 Program New Materials Expert Group, revealed that according to the "Twelfth Five-Year Plan", the chip localization rate of semiconductor lighting projects will reach 70% by 2015, and the industry scale will reach 500 billion yuan.
At present, my country's LED lighting industry is developing rapidly. The LED lighting industry already has unit technologies with independent intellectual property rights in epitaxial materials, chip manufacturing, device packaging, phosphors, etc. Some core technologies are original, and a relatively complete R&D and industrial system has initially been formed. Since 2008, the application of LED lighting projects in large-scale events such as the Beijing Olympics, Shanghai World Expo, and Guangzhou Asian Games has allowed the public to perceive and experience the charm of green lighting.
In this regard, Li Xuliang, chairman of Guangdong Dongguan Qinshang Optoelectronics Co., Ltd., pointed out in an interview with reporters that the rapid growth of the LED lighting industry is inseparable from the government's vigorous promotion and the scale effect of enterprises. Master core technologies as soon as possible
Generally speaking, the development of my country's LED lighting industry is healthy and orderly. When my country launched the "National Semiconductor Lighting Project" in 2003, almost all large-scale equipment and devices relied on imports; by the end of the "Eleventh Five-Year Plan", that is, the end of 2010, the localization rate had exceeded 50%.
However, while the LED lighting industry is developing rapidly, there are still problems such as lack of independent research and development capabilities, lack of industry standards, serious product homogeneity, and blind investment. In 2010, the scale of the domestic LED industry exceeded 120 billion yuan. There are more than 2,000 LED companies, many of which exceed 100 million yuan, but very few exceed 500 million yuan or more than 1 billion yuan. Cultivating LED lighting products and enterprises with independent property rights has become a top priority.

In terms of outdoor lighting, the Ministry of Science and Technology began to promote and implement the "Ten Cities Ten Thousand Lights" semiconductor lighting application project in 2009. This project has been piloted in 21 cities including Tianjin, Xi'an, and Xiamen. According to the plans of each city, the number of LED street lights installed this year will reach 1.12 million. However, due to the fact that the product is a revolutionary breakthrough in the field of lighting, and the cost is too high due to limited production capacity, the price of outdoor lighting products is still the focus of attention.
In this regard, Li Xuliang said that Qinshang Optoelectronics will take the lead in launching a price revolution in outdoor lighting products in the industry.
